The Ministry of Transportation has adjusted the air transportation fuel surcharge for domestic scheduled commercial flights following an increase in aviation fuel prices in Indonesia.
The policy is stipulated in Minister of Transportation Decree Number KM 1041 of 2026 concerning Additional Costs as a Result of Fuel Fluctuations for Economy Class Passenger Fares for Domestic Scheduled Commercial Air Transportation.
Director General of Air Transportation at the Ministry of Transportation, Lukman F. Laisa, said the adjustment followed mechanisms and formulas set out in government regulations.
“The fuel surcharge adjustment is made based on the mechanisms and formulas stipulated in the regulations,” Lukman said in a statement in Jakarta on Sunday, as quoted from CNBC.
The ministry said the measure was introduced to maintain a balance between airline operational sustainability and fare affordability for passengers amid rising aviation fuel prices.
Airlines Allowed to Apply Surcharges of up to 50%
Under the new regulation, the surcharge amount is calculated based on the average aviation fuel price determined by aviation fuel suppliers.
“The highest surcharge percentage ranges from 10% to 100% of the upper limit tariff, adjusting for fluctuations in prevailing aviation fuel prices,” Lukman said.
Based on the ministry’s evaluation as of 1 May 2026, the average aviation fuel price reached Rp29,116 per litre. Under those conditions, domestic airlines are permitted to impose a fuel surcharge of up to 50% of the upper limit tariff, depending on their service category.
The policy took effect on 13 May 2026 and has been implemented by airlines operating domestic scheduled commercial services.
The Ministry of Transportation stated that the surcharge will continue to be evaluated periodically in line with changes in aviation fuel prices in the domestic market.
Government Calls for Service Quality and Fare Transparency
Despite the surcharge adjustment, the government said airlines remain responsible for maintaining service standards for passengers.
Lukman said the fuel surcharge policy was intended to anticipate fluctuations in aviation fuel prices while maintaining stability in national air transportation services.
“The government continues to ensure that the implementation of this policy is carried out in a measured manner, while still considering consumer protection, fare affordability, and the sustainability of airline operations,” he said.
The ministry also requires airlines to display the fuel surcharge separately from the base fare on passenger tickets in accordance with existing regulations.
The separate listing is intended to improve pricing transparency for passengers and provide clearer information regarding airfare components.
