Indonesia’s Directorate General of Immigration is reviewing an adjustment to the Visa on Arrival (VoA) fee, with the rate potentially increasing from the current IDR 500,000 to between IDR 750,000 and IDR 1 million.
Under the proposed structure, foreign nationals who apply for an electronic Visa on Arrival (e-VoA) before travelling to Indonesia would pay IDR 750,000. Those who choose to process their VoA upon arrival at an Indonesian airport would pay IDR 1 million.
The proposed fee adjustment is also intended to encourage foreign nationals to complete their visa applications online before travelling, helping Immigration reduce queues at airport counters.
Immigration Reviews New VoA Fee Structure
Director General of Immigration Hendarsam Marantoko said the current VoA fee is considered too low, particularly in light of fluctuations in the rupiah exchange rate.
“Our Visa on Arrival fee is currently only IDR 500,000. We consider this amount to be very low, especially given the fluctuations in exchange rates,” Hendarsam said during a media briefing at the Directorate General of Immigration office in Jakarta on 12 August 2026.
He said the proposed adjustment would place the VoA fee within a range of IDR 750,000 to IDR 1 million.
“Therefore, we need to make adjustments. Insha Allah, the future range for the Visa on Arrival fee will be between IDR 750,000 and IDR 1 million,” Hendarsam said.
The proposed rates would depend on how and when the application is processed. Foreign nationals applying online from their home countries would pay the lower rate of IDR 750,000, while those applying upon arrival would pay IDR 1 million.
“If they process the VoA on-site rather than online, they must pay IDR 1 million; however, if they complete the application in their home country, the cost is IDR 750,000,” Hendarsam stated.
Higher On-Arrival Fee Aims to Reduce Airport Queues
Hendarsam said the difference in fees is designed to encourage travellers to obtain their e-VoA before departing for Indonesia. Immigration expects the approach to reduce congestion at airport immigration counters, particularly at major international gateways.
“When they apply for the e-visa in their home country, the cost is IDR 750,000. The purpose of this? To prevent overcrowding at the airport,” he said.
He added that the policy is part of Immigration’s efforts to maintain the quality of services provided to international travellers.

Hendarsam also highlighted the immigration service at Soekarno-Hatta International Airport, which has ranked 10th globally in Skytrax’s “World’s Best Airport Immigration Service” category for two consecutive years since 2025.
“Regarding our service function, taking Soekarno-Hatta as an example, we currently rank 10th for the best immigration service according to Skytrax. We want to maintain, and even improve upon, that standing,” said Hendarsam.
He said the proposed fee structure should not have a significant impact on state revenue, even if more travellers choose the lower-cost online option.
“We will still collect Non-Tax State Revenue (PNBP). Even if there is a slight decrease, at least in terms of service, we can improve our ability to manage and reduce queues,” Hendarsam concluded.
Immigration Collects IDR 6.5 Trillion in PNBP
Hendarsam also reported that the Directorate General of Immigration had collected IDR 6.5 trillion in Non-Tax State Revenue (PNBP) as of 10 August 2026. The figure represents a 6.68% increase compared with revenue recorded during the same period in 2025.
Visa services contributed the largest share at 54.9%, followed by passport services at 24.6% and other immigration services at 20.05%.
“Our target set by the Ministry of Finance for this year is IDR 8.5 trillion, and we still have four months remaining,” Hendarsam said.
The proposed VoA rates are still under review. If implemented, the new structure would make applying for an e-VoA before travelling to Indonesia cheaper than completing the process upon arrival.
