Saudi Arabia has introduced a new visa option that allows travellers from seven countries, including Indonesia, to apply for an electronic visa through a pre-arranged travel package that includes flights and accommodation.
The “Tourist Package Visa” is being introduced as a pilot programme for passport holders from Bangladesh, Egypt, India, Indonesia, Jordan, Mexico and Pakistan. According to Visasnews on Tuesday, September 8, 2026, the seven countries are listed on the official “Visit Saudi” website as eligible markets for the scheme during its initial phase.
The programme offers an alternative route for travellers from these countries, which are not currently included among the nationalities eligible to apply for Saudi Arabia’s standard tourist e-Visa based solely on their passports.
However, the Tourist Package Visa is not the only route available. Eligible travellers may continue to use other visa pathways, including options available to holders of certain visas or residence permits, subject to Saudi government requirements.
The pilot programme officially began on July 6, 2026. It is being led by Saudi Arabia’s Ministry of Tourism in cooperation with the Ministry of Foreign Affairs, Ministry of Interior and Insurance Authority.
Flights, Hotels and Visa Application Combined
Under the new scheme, travellers can arrange several parts of their trip through participating travel providers as part of the visa application process. Depending on the package selected, this may include flights, hotel accommodation, transportation, the e-Visa, insurance and tourism activities or experiences.
Saudi Arabia currently lists three participating providers for the programme: Reserval, Almosafer and Webook.com. Each provider has its own booking procedures, package conditions and visa processing times, while the final issuance of the visa remains subject to approval by the Saudi Arabian authorities.
Requirements can also vary between providers. Almosafer, for example, requires travellers to select a package that includes flights and accommodation at a minimum four-star hotel. The flight and hotel dates must correspond with each other, while permitted trips range from two to 88 days.
Bookings through Almosafer must also be completed at least two days before departure. A single booking can accommodate up to nine adults and five children. Travellers who are 18 years old must be linked to an adult travelling under the same booking.
The package-based approach means travellers do not simply pay a separate visa fee and arrange their trip independently. Instead, the travel booking forms part of the application process.
Minimum Package Value and e-Visa Processing
For packages booked through Almosafer, the minimum booking value is SAR 4,000 (approximately IDR 18.75 million) per adult for the first two days.
Of this amount, approximately SAR 3,597.79 (IDR 16.87 million) covers travel services, while SAR 402.21 (IDR 1.89 million) covers the visa, insurance and application processing fees.
For stays longer than two days, the required package value increases by at least SAR 1,000 (approximately IDR 4.69 million) per adult for each additional day.
The SAR 4,000 figure should not be interpreted as a fixed tourist visa fee. It represents the minimum value of the travel package under the provider’s requirements. The final amount can vary depending on the flights, hotel, travel dates and other services selected.
To apply, travellers first choose an eligible package through one of the participating providers. They then provide their passport details and photograph before completing the booking and payment process in accordance with the provider’s terms.
Once the required information and booking conditions have been completed, the visa application is processed electronically. Reserval states that visas can be issued in approximately 24 hours, while Webook.com lists a processing time of up to 48 hours.
The Tourist Package Visa differs from Saudi Arabia’s standard tourist e-Visa because flights and accommodation are incorporated into the application process. Rather than arranging the visa first and booking travel separately, travellers using this pilot scheme complete these arrangements as part of a single travel package.
The programme provides an additional option for Indonesian travellers planning to visit Saudi Arabia, although eligibility, package requirements and visa approval remain subject to the conditions set by the participating providers and Saudi authorities.
