The Jakarta Provincial Government has issued a circular regulating the operating hours of nightlife and tourism-related businesses during the holy month of Ramadan and Eid al-Fitr.
The circular, registered under Number: e-0001 of 2026 concerning the Implementation of Tourism Businesses During the Holy Month of Ramadan and Eid al-Fitr 1447 H/2026 AD, was signed on 13 February 2026 by Andhika Permata, Head of the Jakarta Tourism and Creative Economy Agency.
Jakarta Deputy Governor Rano Karno confirmed that the regulation follows established procedures.
“It has been (issued), and that’s the standard operating procedure. They’re closed on the first day, then closed for the two days leading up to that,” he said at Bundaran HI in Central Jakarta on Tuesday, 17 February, as reported by Detiknews.
According to the circular, several types of businesses must close from one day before Ramadan until two days before Eid al-Fitr.
These include nightclubs, discotheques, steam baths, massage parlours, adult gaming venues using manual, mechanical, or electronic equipment, and stand-alone bars or bars located within such establishments, including karaoke venues.
Exceptions Granted to Businesses in Four- and Five-Star Hotels
The circular allows certain nightlife and tourism businesses located within four- and five-star hotels to continue operating, subject to strict limitations.
Nightclubs and discotheques in these hotels may operate from 8:30 pm to 1:30 am. Steam baths and massage parlours are permitted to open from 11:00 am to 11:00 pm. Adult gaming venues may operate from 11:00 am to 12:00 pm.
Bars may open from 11:00 am to 1:00 am, while bars supporting other permitted tourism businesses must follow the operating hours of their main establishments.
Andhika Permata stated that businesses allowed to operate must follow the approved schedule.
“Businesses permitted to operate have specific operating hours, specifically from 8:30 pm to 1:30 am WIB (Western Indonesian Time),” he said.
The circular also requires businesses to close their financial transactions one hour before the end of their operating hours.
Full Closures Required on Key Religious Dates
In addition to the general restrictions during Ramadan, the circular requires certain businesses to close entirely on specific religious dates.
These include the first day of Ramadan, the night of Nuzulul Quran, the night of Takbiran, and the first and second days of Eid al-Fitr.
The regulation forms part of Jakarta’s administrative measures governing tourism and nightlife activities during religious observances. The circular applies to businesses operating within the province and outlines both mandatory closures and permitted operating hours for specific venues.
Authorities have issued the circular through the Jakarta Tourism and Creative Economy Agency to ensure compliance with operational rules during the Ramadan and Eid al-Fitr period.
