The Number of Impoverished Population in Bali is Decreasing

The percentage of the impoverished population in Bali Province in March 2023 reached 4.25 percent. This figure decreased 0.28 percent against September 2022 and decreased 0.32 percent against March 2022.

Head of the Bali Central Statistics Agency (BPS) Endang Retno, Monday, 17th of July, 2o23 said the number of poor people in Bali Province in March 2023 was 193.78 thousand people, down 11.58 thousand people compared to September 2022 and down 11.90 thousand people in March 2022. He said the percentage of poor people in urban areas in March 2023 was 3.77 percent, down 0.35 percentage points compared to September 2022 which was recorded at 4.12 percent.

Meanwhile, the percentage of poor people in rural areas in March 2023 was 5.50 percent, down 0.08 percentage points compared to conditions in September 2022 which was recorded at 5.58 percent.

Compared to September 2022, the number of poor people in urban areas in March 2023 fell by 10.00 thousand people, from 133.82 thousand people in September 2022 to 123.82 thousand people in March 2023.

During the same period, the number of poor people in rural areas decreased by 1.59 thousand people, from 71.55 thousand people in September 2022 to 69.96 thousand people in March 2023.

Endang explained, in measuring the level of macro poverty, the Poverty Line is used as a measure/limit to classify the population that can be categorized as poor or not poor. Poor people are defined as residents with expenditure per capita below (or lower) than the amount referred to as the Poverty Line.

The Poverty Line for the Province of Bali in March 2023 was recorded at IDR 529,643 per capita per month with a composition of the Food Poverty Line of IDR 365,437 (69.00 percent) and the Non-Food Poverty Line of IDR 164,206 (31.00 percent). In March 2023, the average poor household in Bali Province had 4.11 household members.

Thus, the average poverty line per poor household is recorded at IDR 2,176,833 per poor household per month.

Food commodities that influence the formation of the Poverty Line in rural areas in the same period are rice, filter clove cigarettes, purebred chicken meat, purebred chicken eggs, wet cakes, shallots, cayenne pepper, bread, cob/tuna/skip skipjack, and ground coffee & instant coffee (sachets).

For non-food commodities, five commodities will affect the formation of the urban poverty line in March 2023, namely housing, gasoline, other religious or customary ceremonies, electricity, and education. Meanwhile, five non-food commodities were influential in setting the poverty line in rural areas during the same period, namely housing, gasoline, religious or other traditional ceremonies, electricity and toiletries.

In general, in the period March 2016-March 2023, the poverty rate in Bali Province experienced fluctuations, both in terms of numbers and percentages. It was recorded that from March 2016 to September 2016 there was a decrease and from September 2016 to March 2017 there was an increase.

The downward trend occurred again from March 2017 to September 2019, while from September 2019 to September 2021 it experienced an increase. From September 2021 to March 2023 there has been another decline, in both the number and percentage of poor people.
