Parq Ubud: The ‘Russian Village’ in Ubud Temporarily Closed by the Bali Government

Parq Ubud, which has been referred to as the ‘Russian Village’ in Bali, was closed by the Gianyar Regency Government.

The Gianyar Regency Government has closed a tourist accommodation business located on Jalan Sriwedari, Banjar Tegalantang, in the Ubud District on Monday, 20 January 2025. The closure was enacted following the business’s violation of several Regional Regulations applicable in Gianyar Regency.

“The closure was carried out in accordance with the laws and Regional Regulations of Gianyar Regency and followed due process,” stated I Ketut Pasek Lanang Sadia, Assistant General Administration of the Gianyar Regency Regional Secretary, as reported by Detik.

In a video of the closure of PARQ Ubud that went viral on social media, the Gianyar Civil Service Police Unit (Satpol PP) can be seen sealing off the premises, an action accompanied by moments of unrest.

PARQ Ubud was deemed to have breached Article 19, paragraph 3 of the Gianyar Regional Regulation Number 15 of 2015 concerning Public Order and Community Peace. Furthermore, the establishment was also found to be in violation of Gianyar Regional Regulation Number 2 of 2022 regarding the Implementation of Risk-Based Licensing.

Temporarily Closed on November 2024

The closure was carried out by the Licensing Supervisory Technical Team commanded by the Regional Secretary of Gianyar, Dewa Alit Mudiarta.

Dewa Alit explained that Parq Ubud does not have the basic licensing requirements for a business as regulated by the applicable laws and regulations. This tourism accommodation located on Jalan Sri Wedari, Ubud, Gianyar, may operate again after it completes the license.

“This closure is temporary until they can complete the basic licensing requirements; when visited by our team, they do not have basic licenses such as PBG (building approval) and SLF (certificate of function),” he said, as reported by Tribun.

Gianyar Satpol, PP Head I Made Watha, explained that the Gianyar Regency Government had twice invited PARQ Ubud to attend the meetings on May 30, 2024, and November 1, 2024. However, one of the business owners has not been able to show the necessary basic licenses.

Satpol PP Gianyar then installed two banners in the PARQ Ubud area in accordance with the agreed statement letter.

The banner installed in the PARQ Ubud area reads that PARQ Ubud operations will temporarily be suspended until the required permits are fulfilled. The PARQ Ubud building on protected rice fields and sustainable food agricultural land is suspended from all activities and is obliged to return the land to its original land.
