The suspension of a glass elevator project at Kelingking Beach in Nusa Penida, Klungkung Regency, remains unresolved as investors have filed a new lawsuit against the Bali Provincial Government.
The project developer, PT Indonesia Kaishi Tourism Property Investment Development Group, has refiled its legal claim after withdrawing an earlier case. The dispute centres on the government’s decision to halt and request the demolition of the proposed structure.
Ngurah Satria Wardana, Head of the Legal Bureau of the Bali Provincial Secretariat, confirmed that the new lawsuit had been submitted following the withdrawal of the previous case.
“There’s another new lawsuit. They’ve filed it after it was withdrawn because the legal standing of the first lawsuit was problematic in the dismissal process,” he said, as quoted by Antara.
The case has returned to the initial stage of legal proceedings at the State Administrative Court.
Previous Lawsuit Withdrawn Over Administrative Issues
According to Ngurah Satria, the earlier lawsuit did not proceed due to administrative shortcomings identified during a formal review.
He explained that the court found the plaintiff’s legal documentation incomplete. One key issue concerned the validity of the power of attorney submitted by the company.
“During that process, to ensure that the object of the dispute was properly documented, a concrete decree was issued. A check was conducted and it was found that the plaintiff’s power of attorney was not signed by an authorised legal entity,” he said.
The State Administrative Court determined that the document had not been signed by an authorised director of the company, rendering it invalid. As a result, the lawsuit failed to meet the required legal standards.
Because of this deficiency, the developer withdrew its claim within a week of filing. The withdrawal allowed the company to address the administrative issues before submitting a new lawsuit.
Ngurah Satria added that the previous withdrawal was carried out due to incomplete administrative requirements on the part of the developer.
Bali Governor Responds as Debate Over Project Continues
Bali Governor Wayan Koster responded to the renewed legal action by stating that the investors have the right to pursue the matter through legal channels.
“Go ahead and sue. It’s their right to go through the legal process,” Koster told detikBali on Thursday (16 April 2026).
The glass elevator project at Kelingking Beach has drawn public attention due to differing views over its potential impact. The proposed development aims to provide easier access to the beach, which is currently reached via a steep and narrow path.
Supporters of the project argue that the elevator could improve safety for visitors and assist in emergency evacuations. They also point to the potential for increased tourist numbers and economic activity.
