Jakarta Governor Pramono Anung plans to transfer the management of transport services connecting mainland Jakarta with the Thousand Islands (Kepulauan Seribu) to TransJakarta from next year.

The policy is intended to make public transport more accessible and efficient for residents of the Thousand Islands, including those travelling between the islands and the mainland. The Jakarta Provincial Government also expects the new management model to reduce fares.

Pramono announced the plan during a working visit to North Jakarta on Sunday and Monday (9–10 August 2026). He said the provincial government wants residents across Jakarta, including those living in the Thousand Islands, to have easier access to public transport.

“So, I have decided that starting next year, transportation from all parts of Jakarta, across its cities and regencies, to the Thousand Islands must be easier and more efficient, and the Thousand Islands community should feel a sense of ownership and inclusion in this system,” said Pramono on Sunday (August 9, 2026), as quoted by DetikNews.

Transport Management to Move from Dishub to TransJakarta

At present, transport services to the Thousand Islands are managed by the Jakarta Transportation Agency (Dishub), with some operations carried out by local transport providers, many of whom are residents of the Thousand Islands.

The provincial government considers the existing management arrangement inefficient and plans to use TransJakarta’s mainland transport system as a model for improving services to the islands.

“Therefore, the management will no longer be handled by the Transportation Agency, though we currently have a capable and progressive Head of the Transportation Agency, but will instead be handed over to a Regional-Owned Enterprise (BUMD), specifically TransJakarta,” he stated.

Pramono said the change is expected to give residents greater certainty when travelling between the Thousand Islands and mainland Jakarta. The aim is not only to improve access to the mainland but also to ensure that residents have transport available when returning to the islands.

He also said residents should be able to travel more easily between the islands and different parts of Jakarta, including South, North, West, East and Central Jakarta.

“Other aspects will remain regulated and handled as before, making it easier for Thousand Islands residents to travel to any part of Jakarta—whether South, North, West, East, or Central,” he said.

Pramono added: “When they return, there will be guaranteed transportation managed by the Regional-Owned Enterprise, TransJakarta.”

Government Preparing New System and Lower Fares

The decision to transfer management has been made, but the detailed implementation mechanism has not yet been finalised. The Jakarta Provincial Government is preparing the framework for the new service, including its operational arrangements and fare structure.

Pramono said the government had reached its decision following an evaluation of the current system. He argued that TransJakarta’s experience managing public transport across the capital could provide a more efficient model for the Thousand Islands.

“We view the current situation as highly inefficient. In contrast, our experience within Jakarta itself, specifically in the urban areas across the five administrative regions, shows that Transjakarta’s performance is excellent; it manages nearly 10,000 buses, if not more,” said Pramono.

He also pointed to growing public use of TransJakarta services, saying usage had increased by 14.99 per cent compared with the previous month.

“This demonstrates that the people of Jakarta now place their trust in TransJakarta,” he stated.

Pramono said the new system is also expected to make journeys more affordable. However, the final fares will only be known once the new mechanism has been completed.

“I have ultimately decided that the transportation service, connecting the Jakarta mainland to the Thousand Islands, will be managed by TransJakarta,” Pramono said.

“The mechanism is being prepared, as it requires amendments to Regional Regulations and the Gubernatorial Regulations. Regarding the fare, one thing is certain: it will be cheaper if managed professionally, following the model currently used by TransJakarta,” Pramono said.

The transition is expected to begin next year, subject to the completion of the necessary regulatory amendments and implementation arrangements. The provincial government has not yet announced the final timetable or fare structure for the new Thousand Islands transport service.
