Second Home Visa Mechanism at Bali Airport for Tourists

The Directorate General of Immigration launched a second home visa at the end of 2022. Foreign tourists can issue second home visas at a number of international airports, including Bali’s I Gusti Ngurah Rai Airport.

Head of the Regional Office of the Ministry of Law and Human Rights (Kanwil Kemenkumham) Bali Anggiat Napitupulu explained the mechanism for issuing second home visas at Bali Airport. This visa will later be issued by the TPI Ngurah Rai Immigration Office.

“The granting of residence permits (second home visa holders) is done directly at Ngurah Rai Airport. They don’t need to go to the office anymore (to grant residence permits),” said Anggiat when met after the Immigration Service Day ceremony at the Immigration Office Class I TPI Denpasar, Thursday, 26th January 2023.

Anggiat explained that tourists or foreigners can register as Second Home Visa holders through the system. Registration can be done while in the country or registered guarantor in the country.

If the second home visa application is accepted or granted, the visa will be sent electronically in the form of an email. Tourists also get barcodes through the electronic system.

After the application for a second home visa is approved, the foreign national (WNA) in question can come to Bali. When they arrive at Ngurah Rai Airport, they will be asked to show the second home visa barcode at the Immigration counter. The barcode will be scanned and can be read by the system.

“Later the QR code will be read by the new officer by linking whether in this QR code system (the foreigner concerned) has been recorded. The identity will be announced until the validity period of the second home visa until other requirements,” said Anggiat.

After that, the officer will place a sticker on the foreigner’s passport as a second home visa holder. Furthermore, the applicant must come to the immigration office to prove the obligation to own a minimum of IDR 2 billion or luxury property.

“Later (maximum) 90 days later (foreigners holding second home visas) will return to the immigration office to prove their obligations. If within 90 days these obligations are ignored, it means that the person must leave Indonesia,” said Anggiat.

Meanwhile, Anggiat said that so far there has been no application for a second home visa to Bali. Because of this, no foreigner has been issued a second home visa at Ngurah Rai Airport yet.

“But as of 26th January, the Ngurah Rai Immigration Office has never issued a second home visa stay permit. There are no foreigners who have applied for a second home visa to Bali,” said Anggiat.
