Jakarta Workers Earning Under IDR 6.2 Million Given Free Access to MRT, LRT, and TransJakarta: Here’s How

Private sector Jakarta workers earning less than IDR 6.2 million per month are now eligible to ride TransJakarta, MRT Jakarta, and LRT Jakarta services free of charge.

The policy is set out in Jakarta Governor Regulation Number 33 of 2025 concerning the Provision of Free Mass Public Transportation Services, which expands the range of beneficiaries to 15 specific community groups.

According to the regulation, workers who earn a maximum of 1.15 times the 2025 Provincial Minimum Wage (UMP) of IDR 5,396,761 qualify for the programme. This income threshold is equivalent to approximately IDR 6,206,275 per month.

To receive the facility, workers must hold a Jakarta Worker Card (KPJ), be registered residents of Jakarta, and work within the province.

The Head of the Jakarta Transportation Agency, Syafrin Liputo, said that eligible private sector employees can use all three public transport modes under the free travel scheme.

“Those categorised as private sector employees are those holding Jakarta Worker Cards with a standard of 1.15 times the Provincial Minimum Wage,” he stated in a written announcement on Thursday, 6 November 2025, as quoted by Liputan6.

Syafrin added that the free travel period remains valid as long as workers continue to meet the requirements.

“The free service period is as long as the worker is registered as a Jakarta Worker Card holder, but the data is updated every six months to ensure the subsidies are properly targeted,” he explained.

The Jakarta Provincial Government reports that the number of cardholders has reached 187,000. Eligible individuals may apply for the Jakarta Worker Card through the official website at klg.transjakarta.co.id.

How to Register for the Jakarta Worker Card (KPJ)

To qualify, applicants must fulfil several administrative requirements, including holding a Jakarta ID card (KTP), working in a private company or formal institution within Jakarta, earning no more than IDR 6,206,275 per month, and being the main breadwinner or having dependents.

  • Active employment in a private company or formal institution in Jakarta.
  • Maximum income of IDR 6,206,275 per month (1.15 × the 2025 Jakarta UMP).
  • Listed as the primary breadwinner or having dependents.

Required Documents

  • Photocopy of KTP.
  • Photocopy of Family Card (KK).
  • Photocopy of pay slip or most recent income statement.
  • Photocopy of Taxpayer Identification Number (NPWP), if applicable.
  • Stamped certificate of active employment.

How to Register Online

  • Download and fill in the KPJ registration form.
  • Scan all required documents and save them in PDF format.
  • Email documents to hikesja.nakertrans@jakarta.go.id, with a copy to kartupekerja.dkijakarta@yahoo.com.
  • Wait for verification from the Manpower and Transmigration Office.
  • Once approved, collect the KPJ card at Bank DKI or another designated location.

How to Register Offline

  • Visit the local Manpower Sub-Department (Sudin Nakertrans) office.
  • Bring original and photocopied documents for verification.
  • Follow instructions from officers, including opening a Bank DKI account.
  • Collect your KPJ card after approval.

How to Apply for the Free Transport Service Card (KLG)

Workers who already hold a KPJ may apply for the Free Service Card (KLG), which allows free travel on TransJakarta, MRT Jakarta, and LRT Jakarta.

Steps to Apply

  1. Visit the online application portal.
  2. Select the “Create New Card” menu.
  3. Enter personal data and upload the required documents.
  4. Wait for the system verification process.
  5. Receive confirmation of card printing and the designated collection location.
  6. Checking Application Status: Enter your National Identity Number (NIK) on the “Check Status” menu.

Cards are distributed in stages through neighbourhood administrative units. As of September 2025, PT Transportasi Jakarta has distributed 5,729 Free Service Cards in West and North Jakarta.
