Bali Halts Not Only the Elevator Project but Also Bungee Jumping at Kelingking

Authorities in Bali have halted the bungee jumping activity at Kelingking Beach, Nusa Penida, following concerns over regulatory compliance and the area’s environmental vulnerability.

The suspension comes shortly after officials also stopped the construction of a glass elevator project on the same cliffside.

The Special Committee for Spatial Planning, Assets, and Licensing (Pansus TRAP) of the Bali Provincial Council (DPRD) stated that both the bungee jumping attraction and the elevator project could potentially contravene spatial planning rules.

Committee chairman I Made Supartha said he had verified reports indicating that the bungee jumping operation continued briefly after the suspension order, but confirmed that the activity is now closed.

“As reported, it was completely booked on the second day. Maybe a few jumps, and then it was closed again. It remains closed,” Supartha told reporters on Tuesday, 11 November 2025, as quoted by Kompas.com.

The bungee jumping site, managed by a foreign investor, operated on the edge of Kelingking’s steep limestone cliffs. Supartha described the location as highly sensitive due to the natural condition of the rock formation.

“It was truly extreme. It was on the edge of a cliff. The investor was Russian. The contour of the cliff, as you can see, was already very vulnerable to cracks and frequent falls. The cliff there is exposed to winds,” he said.

Officials Highlight Nusa Penida’s Role as Natural Protection Zone

Supartha stressed that Nusa Penida’s cliffs function as an important natural barrier that should not be subject to excessive development. He compared the area to the cliffs in Pecatu, South Bali, which he said offer similar natural protection.

“Nusa Penida is Bali’s guardian. Its cliffs are a natural fortress, as is the Pecatu area to the south. Geographically, this island is unique and sacred, so it must be appreciated and protected,” he emphasised.

Concerns over the sustainability of tourism development in Nusa Penida have intensified in recent years, as visitor numbers rise and large-scale projects seek to operate along the island’s fragile cliff edges.

The glass elevator project, which was being developed in partnership with Chinese investors, also attracted scrutiny for its location within a disaster-mitigation zone.

Following a review, Bali Provincial Council Chairman Dewa Made Mahayadnya submitted an official set of recommendations to Governor I Wayan Koster. These recommendations cover both the halted bungee jumping attraction and the continuation of the glass elevator project at Kelingking Beach.

The suspension of the two attractions reflects a stricter approach by provincial authorities toward development on Bali’s coastal cliffs. Officials have repeatedly stated the need to balance tourism investment with environmental protection and disaster-risk awareness.

Kelingking Beach, one of Bali’s most visited viewpoints, has experienced a rapid increase in footfall and private investment over the past decade.
