Indonesia Applies PNBP Citizenship Fees for Local and Foreign Nationals Effective August 2026

Indonesia will introduce new government fees for foreign nationals applying for Indonesian citizenship through the naturalisation process, following the issuance of Government Regulation (PP) No. 30 of 2026. The regulation, signed by President Prabowo Subianto on 2 July 2026, will come into effect in August 2026, replacing the previous fee schedule under Government Regulation No. 45 of 2024.

The revised regulation updates the types and tariffs of Non-Tax State Revenue (PNBP) administered by the Ministry of Law, including several services related to Indonesian citizenship. While many fees remain unchanged, the Government has adjusted selected tariffs to reflect current economic conditions and the restructuring of the Ministry following the change from the Ministry of Law and Human Rights (Kemenkumham) to the Ministry of Law (Kemenkum).

For foreigners considering long-term residency or eventual citizenship in Indonesia, understanding these changes is increasingly important.

What Has Changed Under Indonesia’s New Naturalisation Regulation?

The most notable update concerns the application fee for foreign nationals seeking Indonesian citizenship through general naturalisation.

Under the new regulation:

  • General naturalisation applications will cost IDR 75 million per application.
  • Applications for citizenship through marriage to an Indonesian citizen will be charged IDR 25 million.
  • Certain applications involving children of mixed-nationality marriages or dual citizens remain subject to a fee of IDR 5 million.
  • Former Indonesian citizens applying to reacquire Indonesian nationality will pay IDR 1 million per application.

All fees collected under the regulation will be paid directly into the State Treasury as part of Indonesia’s Non-Tax State Revenue framework.

Who Will Be Affected by the New Fees?

The revised tariffs apply to several categories of citizenship applicants, each with different legal pathways.

These include:

  • Foreign nationals applying through general naturalisation.
  • Foreign spouses of Indonesian citizens applying through the marriage route.
  • Children born into mixed-nationality families who are required to formalise their citizenship status.
  • Former Indonesian citizens seeking to restore their Indonesian nationality.

Each pathway follows its own eligibility criteria, documentary requirements, and legal assessment before citizenship can be granted.

Why Has the Government Revised the Fees?

According to the Ministry of Law, the regulation was introduced for two primary reasons.

First, it aligns the legal framework with the Ministry’s updated institutional structure after the separation of the former Ministry of Law and Human Rights.

Second, it adjusts selected public service fees to reflect Indonesia’s evolving economic conditions. While hundreds of legal service tariffs remain unchanged, others have been revised, and several outdated fees have been removed altogether.

One example is the removal of a previous citizenship fee that applied to foreign nationals granted Indonesian citizenship for specific national interests.
