Bali Authorities Shut Down Illegal Foreign-Owned Beauty Clinic

The Indonesian government has enforced the closure of an illegal beauty clinic in Bali after investigations revealed it was operating medical aesthetic services without a valid licence.

The establishment, situated in a prominent tourism hub, was also found to be unlawfully employing foreign medical personnel without the requisite domestic regulatory clearance.

The Head of the Ministry of Health’s Communication and Public Information Bureau, Aji Muhawarman, confirmed that the closure of PRIME Skin Clinic—formerly known as Elasto Beauty—was a swift, protective intervention.

“This law enforcement action, namely closure, is not only to protect the public, but also to maintain international trust in Bali as a safe, high-quality, and trusted wellness tourism destination,” Mr Muhawarman stated, as quoted from Antaranews.

He further clarified that the operational shutdown was the direct result of an intensive, coordinated investigation led by the Ministry of Health alongside several state ministries and intelligence agencies.

Investigation Reveals Serious Violations

Prior to the enforcement action, the Ministry of Health convened a high-level tactical coordination meeting to synchronise field execution. The cross-sectoral effort involved the Ministry of Foreign Affairs, the Ministry of Immigration and Corrections, the Ministry of Manpower, the Ministry of Home Affairs, and the State Intelligence Agency (BIN).

The Indonesian National Armed Forces (TNI) and the regional Health Offices of Bali Province and Badung Regency were also integrated into the operational task force.

The joint investigation conclusively verified that the facility had bypassed necessary state protocols and was entirely absent from the Ministry of Health’s official Health Service Facility Registration database.

Under strict Indonesian regulatory frameworks, all clinical medical services must exclusively be rendered by qualified health professionals. These practitioners are legally mandated to hold a valid Registration Certificate (STR) and a formal Practice Permit (SIP) issued by the competent national authorities.

Zero Tolerance on Medical Malpractice

Regional health officials and affiliated law enforcement agencies have secured the premises alongside essential documentary evidence to support subsequent criminal or administrative legal proceedings.

“Currently, the facility has been followed up and closed. All cross-sectoral agencies have expressed their readiness to take firm action according to their respective authorities, including health, immigration, and business licensing,” Mr Muhawarman said.

The Ministry of Health reiterated that conducting unlicensed medical practices, utilising staff without official STR and SIP credentials, and administering pharmaceuticals or medical devices devoid of national distribution permits constitute severe statutory breaches.

The Ministry noted that citizens can independently verify the legal status of medical personnel through official government portals and should report any suspected malpractice via designated state complaint channels.
