Indonesia to Introduce All Indonesia App for Citizens and Foreigners from 1 September 2025

From 1 September 2025, all international arrivals to Indonesia, both foreign visitors (WNA) and Indonesian citizens (WNI) returning from abroad, must complete their entry registration through the All Indonesia platform.

The measure was announced by the Ministry of Tourism and Creative Economy (Kemenparekraf) in coordination with the Coordinating Ministry for Infrastructure and Regional Development. According to the authorities, the new system consolidates immigration, customs, health, and quarantine declarations into one digital process.

Previously, travellers arriving at airports such as Soekarno-Hatta in Jakarta were required to queue at multiple counters to complete separate checks. The All Indonesia platform now integrates these procedures into a single portal, significantly cutting waiting times.

Travellers may submit their details up to three days before departure until the day of travel, and a unique QR code is then generated for use at the airport.

As reported by Antara, Deputy Minister for Tourism, Chusnunia Chalim, explained the wider implications of the reform:

“This convenience not only impacts the comfort of airline service users, but also Indonesia’s image as a modern country that is adaptable to technology. The All Indonesia app is proof of the government’s commitment to providing the best service to foreign tourists.”

The Ministry has also requested the support of the Association of Indonesian Travel Agencies (ASITA) to ensure that information about the requirement reaches international passengers through travel networks worldwide.

Implications for Tourism, Business, and Investment

Government officials believe the introduction of the All Indonesia platform will bolster the country’s reputation as both a tourist destination and an investment hub.

A smoother entry process is expected to encourage more international visitors while also appealing to business travellers and investors.

The tourism sector in Indonesia supports industries ranging from hospitality and transportation to culinary and creative enterprises. With the possibility of increased visitor numbers, the authorities anticipate wider economic benefits, including job creation across different regions.

Foreign investors will also benefit from the system. Business trips and site visits will be easier to manage with fewer administrative hurdles on arrival, reinforcing Indonesia’s competitiveness on the global stage.

How the All Indonesia Platform Works

The All Indonesia platform was developed by the Directorate General of Immigration, in collaboration with the Directorate General of Customs and Excise, the Ministry of Health, and the Quarantine Agency. It is accessible via the mobile application (available on both the Play Store and App Store) or through the official website: allindonesia.imigrasi.go.id.

Passengers must provide their personal details, flight information, temporary address in Indonesia, and purpose of travel. They must also respond to customs, goods reporting, and health-related questions. Once the information has been submitted, the system generates a QR code which must be shown upon arrival.

How To Use All Indonesia: For Indonesian Citizens & Foreign Visitors

For those who wish to use the All Indonesia service to speed up the arrival reporting process, there are now two digital options, one for Indonesian citizens (WNI) and one for foreign visitors (WNA).

For Indonesian Citizens (WNI):

  1. Access allindonesia.imigrasi.go.id and select the option Arrival Card – Indonesian Citizens.
  2. Fill in personal information such as name, date of birth, gender, passport number, and active telephone number and email address.
  3. Enter flight details, including the date and number of the international flight.
  4. State your address or temporary residence in Indonesia and your purpose of arrival.
  5. Answer questions on customs, goods reporting, and health conditions as required.
  6. After submitting the form, the system generates a special QR code.
  7. Save or download the QR code and show it to immigration officers upon arrival at Soekarno-Hatta Airport.

For Foreign Visitors (WNA):

  1. Open the All Indonesia website and select Arrival Card – Foreign Visitors.
  2. Enter details as shown in the foreign passport, including nationality, passport number, name, date of birth, and email address.
  3. Provide the number and date of the international flight.
  4. Enter the address of your destination in Indonesia and the purpose of visit (e.g. tourism, business, family).
  5. Answer questions on customs, health, and quarantine if required.
  6. Submit the form to generate a QR code.
  7. Save or download the code and present it at immigration on arrival.

Both citizens and visitors are advised to complete the form within 72 hours of departure, ensuring a smoother clearance on arrival.

Foreigner Still Need Visa

Authorities have emphasised that the All Indonesia digital arrival card is not a visa. International visitors must still obtain the correct visa before travelling. Available options include:

  • Visa on Arrival (VoA)
  • Single Entry Visa
  • Business Visa
  • Other visa types, depending on the purpose and length of stay

Officials have warned travellers not to confuse the arrival card with a visa. Failure to secure the correct permit could result in delays at immigration, denial of boarding, or even refusal of entry.
