What You Should Know About BPJS Health & Employment for Foreign Worker

Expats who have a business in Indonesia or work in Indonesia must have heard about BPJS in Indonesia.

What is BPJS? Everyone, including foreigners who work for at least six months in Indonesia, must participate in the Social Security program.

BPJS stands for Badan Penyelenggara Jaminan Sosial or Social Security Organizing Agency. There are two types of BPJS, namely health and employment.

Both programs are funded through contributions from participants, including workers, employers, and the Government.

The Indonesian government provides two types of BPJS, which play an important role in providing social protection and welfare for the Indonesian population.

BPJS Employment

BPJS Ketenagakerjaan, or BPJS Employment, is a program created to provide welfare to workers in a company.

BPJS Ketenagakerjaan focuses on work-related social security, including work accident insurance, benefits for workers who have reached old age, pensions, and death benefits.

In summary, this program is beneficial for workers because they have a guarantee income when they are no longer working. Withdrawing the funds is also easy.

Documents required to withdraw BPJS funds

Those of you who resign from your job, when claiming BPJS Employment funds, must attach the following documents:

BPJS Employment Participant Card

  • Identity Card (KTP) or other proof of identity
  • Resignation Statement from the Employer
  • NPWP (for participants with balances of more than 50 million or participants who have submitted partial claims)

However, if you experience layoffs, the documents that must be attached are as follows:

  • BPJS Employment Participant Card
  • Identity Card (KTP) or other proof of identity
  • Proof of termination of employment
  • NPWP

To claim BPJS employment or JHT funds can be done by visiting the nearest BPJS office or through the website lapakasik.bpjsketenagakerjaan.go.id

Can expat have BPJS employment?

Article 14 of the BPJS regulation states that every person, including expats who work for at least 6 (six) months must become a participant in the Social Security program.

This means that BPJS Employment is mandatory for foreign workers. Thus, all provisions regarding registration procedures and other rules regarding BPJS Ketenagakerjaan also apply to foreign workers working in Indonesia.

Because it is mandatory, even though the expats already have private insurance, they must still be registered as BPJS participants. The employer is obliged to register his workers.

If not, the employer can be sanctioned with administrative sanctions, as referred to in Article 17 paragraph (1) of the BPJS Law.

The administrative sanctions can be in the form of [Article 17 paragraph (2) of the BPJS Law]:

a. written warning;

b. fine; or

c. not receiving certain public services.

What “certain public services” means is processing business licenses, building construction permits, proof of ownership of land, and building rights.

Is it mandatory for a foreign business owner to register BPJS for their workers?

Employers are gradually obliged to register themselves and their workers as participants with the Social Security Organizing Agency (BPJS) through the social security programs they participate in, including BPJS Health and BPJS Employment, not just one of them.

Suppose the employer needs to gradually enroll its workers in BPJS (Health and Employment) and only enroll them in one of the BPJS programs. In that case, the employer may be subject to administrative sanctions.

This also applies to foreigners who do business in Indonesia. Then, he is obliged to provide employment BPJS to his workers.

BPJS Health

BPJS Kesehatan, or BPJS Health, is a program that provides health insurance coverage to Indonesian citizens and other legal residents. Its goal is to ensure that individuals can access healthcare without financial barriers.

It is a social security agency of Indonesia aimed at providing universal health care to its citizens.

Of course, there are requirements and documents that people need to have. In a broad overview, BPJS Health is divided into several classes, depending on the monthly contribution.

Expats who work in Indonesia for at least six months have the same opportunity to be covered by health insurance by participating in the National Health Insurance Program (JKN).

How to register for BPJS health

Expats can also become BPJS Kesehatan participants.

Expats who want to register as BPJS Health participants must prepare several administrative requirements such as passports, Permanent Residence Permit Cards (KITAP) or Temporary Residence Permit Cards (KITAS), Limited Stay Permit numbers, work/business permits issued by authorized agencies, and savings books.

Expats can become BPJS Health Non-Recipient participants.

To register, several documents must be fulfilled, among others:

  • Identity Card or Family Card;
  • Bank savings book that serves BNI, BRI, BTN, Mandiri, and BCA auto-debit (can use the savings account of the Head of Family/family member in the Family Card/insurer);
  • Passport and work permit issued by the authorized agency for foreign nationals;

Prospective participants can make the first contribution payment within 14 (fourteen) days at the earliest or 30 (thirty) days at the latest after registration.

First-level health services

This first-level health service is a non-specialistic individual health service that includes outpatient and inpatient services provided by:

  • Puskesmas or equivalent
  • Independent practice of general practitioners and dentists
  • First clinic or equivalent, including first-level health facilities owned by the TNI / Polri
  • Primary class D hospital or equivalent
  • Supporting health facilities such as pharmacies and laboratories

Mental health services

BPJS Kesehatan provides health services for physical health problems and also has benefits for mental health services.
